You need to check with a real travel agency. Many car rental agencies don't accept cash, but you can reserve & pay for the car via the travel agency and get a voucher to give to the rental company. The travel agency can also locate a rental company that is open 24/7.

contact Enterprise Rental or Alamo (or who ever you want to use) Most likely you will be able to get the car at the airport and return it to the airport in Maryland. Be prepared for extra charges for taking the car out of state. Most of the major companies satalite offices will not let you take the car out of state, only the ones at the airport. Haven't understood that stupid rule just yet, but it can be done.
