I think it kind of depends on where you're coming from, but based on your criteria the first thing that comes to mind is the St. Petersburg/Clearwater Florida area. It's sunny almost 365 days a year and has some of the top beaches in America. They are on the Gulf of Mexico, where the water tends to be warmer than that of the Atlantic, and the sand on the beaches is sugar white. BEAUTIFUL! And there are SO many beaches to choose from, from very secluded to ones that are more populated to ones that have wildlife refuges.
